It is definitely not a sniper tool, but I figured it would fit with the unorthodox playstyle that accompanies sniper play. While the main squad sets up a swarm, the sniper can engage the opfor while they react.
They could also be rigged on a trip wire to alert you if a force is moving in from behind.

I am kind of digging the idea of using them for a distraction for storming forts or buildings in an assaulter role. Have to test out their durability for long range tossing...
