Heck yah, its called having cops randomly stopped on the side of the road pulling you over and arresting you on something. Weather your guilty of that thing or not, its illegal to preform "checkpoint" stops in America.( have had a few done to me)

Its illegal to arrest someone until they can get solid evidence that that person did something wrong( they call it holding the person)

I got a cop friend who can list off a ton of things that cops do that they aren't actually allowed to do "legally".
